The joke, explained
To ship software is to release it. Fixing it later means postponing known or discovered problems until after that release. The joke captures the tension between getting something into users' hands and accepting work that still needs doing, with the second sentence quietly inheriting the bill.

The line deliberately leaves that open. It captures a team's decision to release first and handle repairs afterward, with the unresolved timing doing much of the joking.
Does the print say ship it now?
Yes. The back reads ship it now, followed by fix it later. The product title is shorter, but the printed wording makes the immediate release especially clear.
